Florida's new law affecting Welfare recipients mandates drug screening before the approval for the program. The new law went in effect on Friday. Under the new measure parent's and adults will be screened with drug testing by the Department of Children and Family Services. The state of Florida does not want to waste taxpayers dollars on drugs. If someone fails the drug testing then they may be given the opportunity to designate another individual to receive the benefits for the children.  The cost of the test will be the person's responsibility and once they are accepted to the program then the money for the test will be recouped.

How did child services miss a caged starved boy? Christian Choate was forced to live in a cage and kept naked with only a diaper. The father and stepmother beat, kicked and deprived him of food and water. His body was found two years later encased in cement and buried in Lake County, Indiana. Child services came to the house on numerous calls and always found  the allegations as "unsubstantiated." Letters that were found by Christian was that he wished he was liked and could play outside like all the other children that lived in the house. He was only let out of his cage to clean and vacuum and then back into his cage once his chores were completed. He would sneak food and run in the bathroom. In his letters he always wondered when someone was going to come and give him food and water. The father Riley Lowell Choate 39, and stepmother Kimberly Leona Kubina 45, have been charged with murder and have pleaded not guilty and court will resume on Tuesday.
